Is Govt really serious about agriculture?

first_imgDear Editor,President David Granger, according to an October 12 Newsroom report, told an activity on the occasion of National Tree Planting day on October 11 that his Government would be “…using petroleum revenues to modernise the agriculture sector”. This is now the latest promise regarding the use of our finite oil proceeds towards national development. Apart from that undertaking, the President has promised free education from nursery to university. Also, his Finance Minister, according to an October 13, Demerara Waves report, said that “…the governing coalition’s general election campaign will not be pegged on the immediate benefits of oil money next year, but will list a number of tax concessions leading up to 2025 as more oil revenues pour in”. Of course, some monies, the Government has said, will have to be deposited into the Natural Resources Fund (NRF) for future generations. And then, soon, we may hear about other plans for oil monies such as infrastructure development. Bearing all that in mind, we wonder whether we are not being led into wonderland. It also brings into question the credibility and sincerity of the Government’s statements and how much weight could be put into believing what is being said.But on the issue of agriculture specifically, during the President’s time at the wicket, this important, mainstay sector of the economy has been badly mishandled and mismanaged. The functioning of the Ministry of Agriculture has been, in our view, far from stellar. Though now staffed by two (2) Ministers, one responsible for rural affairs and the other axiomatically having responsibility, probably, for urban agriculture, if this really exists, the sector has been facing the most trying of times. As we now observe Agriculture Month, the celebrations of this important month have, from our perspective, taken on more pageantry than substance though many issues require attention.In the more recent of times, we have seen the implementation of clearly unsuitable and ill-advised policies which have not been helpful to the sector and those who depend on it for a livelihood. Of course, it is not to say they have been repercussions, as we can see from the undermentioned table:- Source: Budget 2019We must point out that the 2019 figure was an estimate at the time of preparation of the Budget. Here we must note that the 2019 Mid-Year report indicated, not unexpectedly, that “[i]n the first half of 2019, the Agriculture, Fishing and Forestry sector is estimated to have contracted by 0.3 per cent, compared to growth of 4.9 per cent for the 2018 half-year”. It seems to us that the estimate will not be realised but time will ultimately tell.So now we have the President coming to tell us his Government will use oil revenues, among other things, to bolster the sector. This, given the importance of the sector, would be a welcome plus. But the reality is that the policies implemented by the Granger Administration during its stint in office, thus far, has served to weaken the sector and place it in the state it finds itself in nowadays. Can we really take at face value what the President is saying?From the report we saw, the President told his arranged audience “…notwithstanding the advances made over the past four years, [he] recognises the need to catalyse the agro-industrial sector”. What are these advances he is speaking of? In his tenure as President, the abovementioned data speaks for itself. Contrary to the President’s point-of-view, there has been retrogression not progression in the sector, like in other areas of national life.We need not remind about the destruction of the sugar industry, which has seen some 7000 workers put on the breadline as the Government adamantly pressed on, in a foolhardy manner, to shutter sugar estates. The repercussions have begun to show themselves. Already, the NIS is complaining about the loss of contributions and the exchange rate has slid markedly. Then there is the heartrending situation in the communities where many are experiencing the most difficult time of their lives. We have heard the stories of children not being able to go to school, or families not having sufficient food. Today, thousands are struggling while the fat cats sit in their ivory towers enjoying the fancifulness of life.We have also seen the incomprehensible hiking of land rental and drainage and irrigation charges. Those increases, according to reports, are several times more than what was previously charged. They are a major disincentive to production and whittle away the already small margins of our farmers. We have seen too, the attack on farmers through the arbitrary withdrawal of land leases. While we are also aware that the courts have brought justice to some of those affected, it is a costly and colossal waste of time. It, at the same time, takes away from those farmers, their attention in the tasks of tilling and cultivating the land.The President, according to the Ministry of the Presidency’s statement, is quoted to say “[a]gro-processing could add value to primary products and help to make the country more prosperous”. Indeed, it is hard to disagree with the President. But it is the same President, under whose leadership agricultural implements became taxable which has served to hike the cost of production. It is not a surprise, but saddening to know, that between December 2014 and June 2019, the cost of food has risen by nearly 19 per cent.So while the President rightly emphasises that agriculture can take us along the road to prosperity, his and his Government’s actions, in all fairness, have not demonstrated that commitment. We saw, in a report titled “Budget 2019: A disturbing trend and vision for Guyana’s future” produced by the Guyana Budget and Policy Institute (GBPI), that in the 2019 Budget “[f]unding for the agriculture sector was cut by more than 29 per cent…”. That report went on to point out that “[s]tarving agriculture of much-needed investment is an indication that the sector and the wellbeing of farmers are not a priority of the Government. This is in direct contrast to its multiple campaign promises of a better life for farmers and agriculture workers”.Today, according to the most recently available Bureau of Statistics Labour Survey report, employment in the sector has fallen from 18.9 per cent of the employed population at the last quarter of 2017 to 17.5 per cent during the last quarter of 2018. Notwithstanding the decline, the sector remains the country’s largest employer. Undoubtedly, focused attention is required to nurture and develop the industry. As the President correctly told his audience “[w]hen value is added to primary production, its export value is increased, exports are stimulated and foreign exchange and employment are generated”. Zack Semke e-mailed me recently to tell me about their Best Practices Manual.center_img From conditioned crawl spaces to kick-out flashing…The diagram above is from the manual, and it’s from the chapter on one of my favorite topics: crawl spaces. This is their diagram for detailing an encapsulated crawl space in new construction. They also show how to encapsulate a crawl space in an existing home and how to keep the building enclosure at the floor above the crawl space — along with recommending when that’s OK.The manual doesn’t have everything you might look for — yet. They’re still working on it and will release more details as they are developed. The manual is also biased toward their climate. Their recommendation for ventilating an encapsulated crawl space is to put in an exhaust system and ideally to use an HRV. That might work in the Pacific Northwest, where the outdoor air is cool and dry, but it’s not ideal for humid climates. (Yes, I really did say the Northwest is cool and dry. It’s a psychrometrics thing.) We’ll be counting down from 15 to one, with the final team, released on Sept. 3 – the day college football starts – serving as our national title pick. 11. Clemson TigersThe Clemson Tigers are a trendy pick to win the ACC this year, despite the fact that Florida State is the three-time defending conference champion. Clemson has won at least 10 games in each of the past four seasons, and many believe that if star quarterback Deshaun Watson can stay healthy all year, the Tigers will have a legitimate shot at taking the next step and competing for a national championship. The program finished on a high note in 2014, blowing out Oklahoma, 40-6, in the Russell Athletic Bowl. Can they keep it rolling into 2015?Clemson kicked off practice just a few days ago. The Irish and Tigers are both considered national title hopefuls, and assuming both have unblemished records heading into the contest, the winner is going to have a leg up for the College Football Playoff rankings. Notre Dame’s defense struggled down the stretch last year, and assuming Watson is still on the field for the Tigers, they’ll have a decent shot at knocking off the historic program. It’ll also be interesting to see how new Fighting Irish starter Malik Zaire deals with Clemson’s likely-formidable secondary. Nov. 7 vs. Florida StateFor as successful as Clemson has been over the past three years, the Tigers still haven’t been able to crack Florida State. In 2015, former Heisman Trophy winner Jameis Winston (who went No. 1 overall to the Tampa Bay Buccaneers) is gone, and the Seminoles will (most likely) rely on Notre Dame transfer Everett Golson to lead the charge. That being said, Clemson lost at home last year, 23-17, with FSU sporting backup Sean Maguire. If Clemson wants to get serious about finding itself in the College Football Playoff, they’ll have to take care of the Seminoles to get there.Nov. 28 at South CarolinaYes, Clemson vs. South Carolina is still just a non-conference game. But even if both schools were 0-11 heading into it, it would still be the most important contest on the schedule. The in-state rivalry between the two, now dubbed The Palmetto Bowl, is one of the best in the sport. The war of words between Dabo Swinney and Steve Spurrier isn’t too bad, either.Key PlayersDeshaun Watson, sophomore quarterbackWatson had a very bizarre freshman season. Back in April, he broke his collarbone. He started the season as the backup to Cole Stoudt, and after performing very well against Florida State in relief, he was named the team’s starter. A few weeks later, he broke his finger against Louisville and was out of action until mid-November. In returning against Georgia Tech, he tore his ACL. After sitting out against Georgia State, he returned for the team’s rivalry game with South Carolina, and led the Tigers to victory, despite the injury. He then shut it down, opting to have surgery instead of playing against Oklahoma. Got all that?When Watson was on the field, Clemson was a much more efficient team. He threw for 1,466 yards, 14 touchdowns and two interceptions in limited work. He also rushed for 200 yards on 63 attempts. He’s a player single-handedly capable of winning Clemson the conference title. But can he stay healthy?I knew my time was coming, I just had to wait for it. Lawson, a 6-foot-3, 275-pound stud defensive end, should help to ease that burden. He’s one of the best at his position in the ACC. If the Tigers are going to hang their hat on defense again this year, he’ll have to be a menace.Lawson was a Freshman All-American in 2013, and last year, he recorded 44 tackles, including 11 for loss. If he’s able to continue improving, he’ll be one of the most feared players in the country.It’s time to seperate the good from the great. In fact, the Tigers finished 81st in rushing offense, averaging just 3.5 yards per attempt. Much of that was because Cole Stoudt, who isn’t an overly athletic signal-caller, was on the field a good portion of the year. But the team’s running backs didn’t put up staggering numbers either. The longest run from scrimmage was only 34 yards – by Wayne Gallman. Gallman, who led the team in both carries (161) and yards (769) last season, will need to improve in his sophomore year. The squad may not have the defense it had a year ago, given the departures of Vic Beasley, Stephone Anthony and Tony Steward, but head coach Dabo Swinney does seem to have confidence in this year’s unit. If he’s right, Clemson will be formidable.The other major factor, obviously, is Watson’s health. If he can stay on the field, Clemson will be very difficult to stop. But the second he’s sidelined, the Tigers will either be relying on junior Nick Schuessler, who has attempted 10 passes in his career, or a true freshman with zero experience. Every time Watson goes down, Tigers fans will collectively be holding their breath.Regardless, Clemson’s program seems to be in a good place. Basketball player Carmelo Anthony says playing with Amar’e Stoudemire was “one of the reasons I wanted to come to New York.”Now that his Knicks teammate is struggling with another knee injury, Anthony is having a difficult time watching Stoudemire go through the agony of recovery.“As a friend, it’s hard for me to sit back and act like it doesn’t bother me because I know how hard of a worker he is [and] I know the time that he puts in the gym to train and rehab,” Anthony said Tuesday. “To see him go forward and then take some steps back every time, it’s just sad.”According to reports, Stoudemire will miss the Knicks’ first three preseason games. They were firmly out of the playoff picture. Top-line center Patrice Bergeron and his linemate Brad Marchand had both missed time with injuries. So had second-line center David Krejci. Goalie Tuukka Rask was a husk of his former self, and looked for a moment as though he might lose his starting job. Matt Beleskey, who the Bruins decided to pay $19 million because he had a handful of good weeks during the spring of 2015, had been placed on waivers.1He cleared them and now plays for Boston’s AHL affiliate in Providence.This was a team that had won the Presidents’ Trophy as recently as 2013-14, and that had a core made up of several skaters who’d played in two of the past seven Stanley Cup Finals. This was also a team that had failed to qualify for two of the past three postseasons, and that hadn’t won a playoff series since they beat the Detroit Red Wings in the spring of 2014.But since a loss to the Washington Capitals in mid-December, the Bruins have been damn near untouchable: They are 14-0-4 in their last 18 games. The Bruins looked like basement dwellers a few months ago, and now pundits are wondering whether they’re legitimate Stanley Cup contenders. But are they for real, or is this streak just a tantalizing aberration?The Bruins are a balanced hockey team — seven skaters have at least 25 points — but much of their recent form can be attributed to the extraordinary play of a rejuvenated Rask and the top line of Bergeron, Marchand, and David Pastrnak, which has established itself as one of the best in the NHL.In his last 18 starts, Rask has lost exactly zero games in regulation; in his prior 13 starts, he had won just three. During his recent dominant stretch, Rask has stopped 94 percent of the shots he’s faced; during his disastrous stretch, he stopped just under 90 percent of the shots he faced.2Not what you’d expect from the NHL’s all-time leader in save percentage.Goaltender play is notoriously unstable, so these gulfs in Rask’s performance aren’t actually as shocking as they seem on the surface. Even if Rask’s save percentage regresses and he stops roughly 92 percent of the shots he faces for the rest of the season, the Bruins will be in good shape.To explain the dominance of Marchand, Bergeron, and Pastrnak, the best place to start is their possession numbers. Bergeron is yet again among the league’s elite faceoff takers, winning more than 57 percent of his draws.3That number drops a bit to roughly 53 percent on power play draws, but Bergeron can be forgiven — unless he’s the man in the penalty box, teams often task their best faceoff man with taking draws on the penalty kill. Among qualifying skaters, all three on Boston’s top line rank in the top 50 in Corsi percentage,4Adjusted for score, zone and venue. which estimates a player’s possession rate by measuring the percentage of shot attempts directed at his opponent’s net versus his own net while he’s on the ice. And because the Bruins’ top troika are sending so many shots toward their opponents’ nets, all three also rank in the top 15 for goals per 60 minutes.Among lines that qualify, only 11 others in the NHL have a higher combined shooting percentage than the combination of Marchand, Bergeron, and Pastrnak. And their goals for percentage — which takes the total number of goals scored while a line is on the ice together and calculates the percentage of those goals that were goals scored by the line — is by far the best in the league. But there’s nothing in recent memory suggesting Boston’s top line will cease to be a possession beast any time soon.6All three forwards finished in the top ten in Corsi percentage in 2016-17.
